For years, there's been a lively debate about the supremacy of oil-based or water-based paint. Oil-based products, which include alkyd paints, clean up with mineral spirits. Water-based products, which are referred to as latex paints though they are now based on vinyl and acrylics, clean up with water. Although the question still gets asked, water-based paints win hands down for home exteriors. Research done at the U.S. Department of Agriculture Forest Products Laboratory (FPL) in Madison, Wisconsin, shows that water-based paints expand and contract with the siding. They also allow water vapor generated inside the house to pass through the paint film. Oil-based paints, on the other hand, dry to an inflexible coating that blocks moisture. The results can be telltale cracks as siding gives and paint blisters as trapped moisture tries to find a way out. Water-based paints are also gentler on the environment because they are lower in volatile organic compounds. Does that mean oil-based paint should not be used at all? Certainly not. "When asked to recommend a paint," says Al Beitelman, director of the Paint Technology Center for the U.S. Army Corps of Engineers, "I always ask about the previous paint job. If it worked fine, I suggest using what was there before."

I was a painting contractor for many years and never asked for a deposit upfront. A good contractor should have great credit with his suppliers and an even better contract if the deal should go south before the job is done. Get to know your customer and explain how each paint covers so they understand fully before you have to apply 3 or 4 coats. If you didn't bid your job right and the client has already signed the contract then that is on you not the client. Yes I haven had to eat the difference but the client was happy and a return customer for years so I made up for it.

Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...

A fellow (actually lives in the same neighborhood) by the name of Wayne Hickey (843-655-0366) painted the ceilings and most of the walls of our house in February 2017. He got paint all over my light fixtures, all over my trim around the doors, and had visible lap marks everywhere on the walls. He came back and rectified some of the problems, but not all, as I have noticed as I have had time to look more carefully at the work he and his assistant did. His assistant had no idea (not a clue) how to roll paint on a wall or ceiling. Some places were not covered. He said he would pull nails for pictures and then re-insert the nails exactly where they were. This he did not do as he promised. He painted over the nails. His assistant had no idea how to use a paint roller. I have painted all my life, and would have done this work myself, but I just had a full knee replacement and the other knee is in bad shape. I just could not do the work. Wayne is a pleasant and congenial individual, but he can not cut in a ceiling or wall to my satisfaction - not even close. He should have a putty knife and wet cloth with him all the time to correct any paint that might get applied where it shouldn't. That is something I always did as a painter. I would not recommend Wayne to paint anybody's home.

Some previous customers may blame the contractor for problems that resulted from adverse weather conditions — something no one could control. Negative feedback can be important to consider, and repeated horror stories are a sign to stay away, but some complaints must be taken with a grain of salt. This is especially true if you visit online guides like Yelp, where disgruntled customers can anonymously rip a company to shreds, with or without cause.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
Over the past year I have had several jobs given to 2 Angie's list recommendations and 1 not from a recommendation. They all have one thing in common, lack of sufficient and correct preparation to save time, labor, and the fact that they put a person in charge that was a cut corners type of worker. The two from Angie's list sent worker/s back to try touch up problems, but once the job is not prepared correctly in the first place any extra work is like putting a band-aid on a dirty wound.
When their bids are successful, contractors meet customers to finalize their requirements and plan the order and timing of work. Contractors estimate the time required for surface preparation, painting several coats and drying time between coats. For interior painting jobs, they might have to allow time for clearing rooms. Exterior painting schedules might be dependent on the weather in different parts of the country. Exterior painting is not practical in very wet or very cold conditions.
Some contractors work on time and material others on a firm contract. I would never hire the former and am leary of the latter. A contractor may low-ball a bid to get the job planning to make a killing on change orders. If you say good morning to them, they charge you extra for that. If the contract is not very, very specific and extensively fleshed out or if they display their change order schedule prominently on top, show them the door.
