Enforcement of this Act by the Painter-Stainers Company was sought up until the early 19th century, with master painters gathering irregularly to decide the fees that a journeyman could charge, and also instigating an early version of a job centre in 1769, advertising in the London newspapers a "house of call" system to advertise for journeymen and also for journeymen to advertise for work. The guild's power in setting the fee a journeyman could charge was eventually overturned by law in 1827, and the period after this saw the guild's power diminish, along with that of the other guilds; the guilds were superseded by trade unions, with the Operative United Painters' Union forming sometime around 1831.[2]

I did go with the highest bidder and it did not matter. They did a shoddy job and threatened to take me to court when I pointed out mistakes that they made based on their work standards stated on the quote. I have not paid them yet, just filed a complaint with the BBB. No money down asked, no contract signed. The boss stated I have to high of expectations just because I live in a 121 year old house!
After the paint has dried for at least 5 to 6 hours—or, ideally, overnight—use a utility knife to score around the edges of each pane, then pull off the rubbery masking membrane, as shown. Next, shut the windows, and reattach the window hardware, light fixtures, and electrical covers. Now remove the painter’s tape, rosin paper, and drop cloths. Latex paints don’t fully cure for one to two weeks, so clean the room slowly to avoid raising dust, and don’t rub or scrub the finish during that time.
Even the best exterior paint can fail if it's applied incorrectly. Always use a primer when painting any untreated surface to seal it off and to provide a base for topcoats to stick to. Alkyd primers are best for bare wood because they cover bleed-through from wood knots better; be sure the label states that the primer is designed to stop bleed-through. Water-based primers are a good choice if knots aren't an issue. Water-based paints are compatible with both types of primer. When repainting, prime only when necessary. If the paint hasn't cracked or flaked, you may not need to prime at all. Advantage 900 from Porter Paints is designed to go over any existing paint without priming or sanding. If you must scrape down to bare wood, spot-prime. Not sure whether priming is needed? Try this test: Paint a small portion of the wall and let it dry. Then put an adhesive bandage on the newly painted surface and snap it off. If paint sticks to it, the old paint won't support a new coat and requires a coat of primer. If the bandage is clean, power wash the siding and paint. For painting new construction, the FPL recommends dipping each piece of siding in a paintable water repellent, priming, then applying two coats of water-based paint. The lab also suggests installing siding on furring strips, creating a ventilated space behind it to reduce vapor. Seal the bottom with screening to keep insects out. If you hire a painting contractor, be sure he or she follows the paint manufacturer's directions. For example, the temperature should be between 50° and 90°F to apply water-based paint. Also, the topcoat should go on within two weeks of the primer. If you wait too long, the mechanical bond between the two won't be as strong because the surface texture of the primer breaks down. And if two topcoats are used (recommended for new construction), the second should go on within two weeks of the first. There are lots of exterior paints out there. Knowing how to pick the best from a lineup of look-alike cans will help your paint job last well into the next century.

As you walk through your lighted rooms (preferably day light) see if the new coat has light spots showing the precious paint. This is call "bleeding through". This means that there's only one coat of paint or the paint was diluted or the trasition of colors were from light to dark (or the other way around) and primer was not use or the painter is inexperienced.

My painter franchisee, who I got from Angie's List, must have found some shmucks on the corner to paint my house. I specifically said I wanted stain. First my house was painted the wrong color, Then it was painted with LATEX paint- not stain. Estimates to 'undo' the damage is around $10,000 and its not a guarantee that it will work. These two guilds eventually merged with the consent of the Lord Mayor of the City of London in 1502, forming the Worshipful Company of Painter-Stainers. Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Wood siding and trim should be ready to paint after a day or two of dry weather.

I was a painting contractor for many years and never asked for a deposit upfront. A good contractor should have great credit with his suppliers and an even better contract if the deal should go south before the job is done. Get to know your customer and explain how each paint covers so they understand fully before you have to apply 3 or 4 coats. If you didn't bid your job right and the client has already signed the contract then that is on you not the client.
